We call them JCBs after Joseph C Bamford who invented them and whose company still makes more than anyone else.

I drove the XL1 when I worked for Volkswagen. No power steering and slow as an asthmatic snail. Still, it was kind of fun, like driving an old Packard.

There's a host of different "without licence cars" in Europe. They can be up to 15kW in a slightly differently legislated version.
Since they're running on 0.5 or 0.6 liter engines usually, there actually is some torque. I've been toying with the idea of turboing one of the buggers. Something akin to what the Japanese do with Kei cars.

I've seen and poked around several vsps. They're basically a flimsy framework with equally flimsy plastic panels stuck on. The thought of doing any more than 45 kmh in one really doesn't appeal!
